Welcome to the 3rd Bicycle Congress
When the bicycle manifesto was adopted at the Barcelona 2006 1st Bicycle Congress, a lot of us knew that the goals laid out in the document would not be achievable in the short term. We realised immediately that many of the aims, statements and desires expressed therein could only be considered long-term objectives.
We have always recognised the clear advantages of cycling for mobility. Bicycles can be parked in small areas, and they contribute to improving the overall quality of public spaces. They are fast, cheap, well-suited for short trips and help reduce urban congestion which makes traffic safer and more fluid. Furthermore, cycling promotes good health. In 2006 we also discussed what steps would be necessary to optimise cycling potential, such as more bicycle-friendly urban planning and building infrastructure that would reduce conflict between cyclists and other users of public spaces through clear signage.
The manifesto as it stands is just as valid today as it was four years ago. It was following this realization that we were inspired to hold a 3rd Bicycle Congress. Two key issues for the development of cycling will be under discussion, namely, infrastructures and legislation. The time has come to build suitable bicycle infrastructures and create a more modern legislative framework so that the roughly 15 million bicycle users in Spain can cycle safely and comfortably.
These are the challenges facing the 3rd Congress, which for the first time will bring together civil engineers, architects, traffic and public facilities experts, traffic officers, designers, police officers, lawyers, jurists, MPs, senators, political parties, students, professors, bicycle users, city councils and individuals to share their knowledge and experiences in an open-ended forum.
